María Luz López Reyes is a Senior Manager at Alvarado Tax & Business Advisors LLC, a firm dedicated to tax and business consulting services. She has over 25 years of experience working at international public accounting firms, local law firms, and the government.
At the Puerto Rico Department of Treasury (“PRTD”), she worked as advisor to the Secretary of Treasury (the “Secretary”), the Assistant Secretary of the Internal Revenue Area (the “Assistant Secretary”), and the Assistant Secretary for the Tax Policy Area. Also, she worked as the Director of the Taxpayer Assistance and Specialized Consulting Bureau, responsible for the technical counseling, education, and advice on the interpretation of the Puerto Rico Internal Revenue Code of 1994, as amended and incentive acts administrated by the PRTD to the taxpayers, practitioners, governmental agencies, and the Assistant Secretary. She assisted in the establishment of tax policy and was responsible for issuing letter rulings, private letter rulings, administrative determinations, certificates of release of estate tax line, and prepared regulations, revenue rulings, and revenue procedures.
She has advised private sector clients on tax incentives under Act 60-2019 (e.g., manufacturing, green energy, export services, creative industries, tourism, and tax credits), federal and state income tax, sales and use tax, and local taxes like property, municipal license, and construction excise taxes. She has represented clients in administrative hearings, investigations, tax debt negotiations, property tax assessments, among others. Additionally, she has secured tax grants, credits, pioneer product qualifications, private letter rulings and closing agreements from tax authorities.
María Luz has a bachelor’s degree in business administration with a major in Accounting from the University of Puerto Rico and a Juris Doctor from the Interamerican University. She has been admitted to practice law in Puerto Rico since 2003.
