Juan Zaragoza Gómez

Professional Career Highlights

Juan is a Member of Alvarado Tax & Business Advisors LLC (“ATBA”), a company dedicated to tax and business consulting services. Prior to working at ATBA, Juan was Partner in Charge of Arthur Andersen LLP’s (Andersen) Tax and Business Advisory Services Practice in San Juan. He joined Andersen in 1993 and became Partner in 1995. From 1989 to 1992 he served as Assistant Secretary for Internal Revenue at the Puerto Rico Treasury Department.

Before joining Treasury, Juan worked in the audit, tax and consulting departments of another international accounting firm in San Juan. He is a Past President of the Puerto Rico Society of Certified Public Accountants (1997-1998). In 2001, he was named as the Public Interest Representative in a Special Committee in Charge of Examining the Operational Structure of the Municipal Revenue Collection Center or CRIM (its Spanish acronym) which is the entity responsible for the imposition and collection of real and personal property taxes on behalf of the 78 municipalities in Puerto Rico.

During 2004 Juan participated, together with the consulting firm Bearing Point and certain other local consultants, in the Puerto Rico Treasury Department Tax Reform Project.

In 2005 he was responsible for the drafting of the first sales and use tax in Puerto Rico, as requested by the Municipality of Caguas.

During 2006 Juan was a member of the Tax Reform Technical Committee which was responsible for the drafting of several Code amendments, including the new Sales and Use Tax (“SUT”) provisions. He also worked directly in the preparation of the SUT Regulations and the training of Treasury’s auditors.

During 2008 he was the team leader of the Treasury team responsible for the drafting of the Regulations for the 2008 Economic Incentives Act for the Development of Puerto Rico.

From November 2014 to December 2016 Juan served as Secretary of the Treasury for the Government of Puerto Rico. During such period he also served as a member in several government boards such as the Government Development Bank, Teachers Retirement System, Puerto Rico Industrial Development Company, among others.

Juan has a master’s degree in business administration from Indiana University at Bloomington and a bachelor degree in business administration from the University of Puerto Rico.
